So, Will It Have a Crescent Moon When It Does?

Headline about the recently installed 2nd toilet in the International Space Station:

New Space Toilet Has No Door...Yet

A $19 million toilet & no door? At that price you would expect it to have 1. This headline makes it sound like the door was extra & that there weren't enough millions of dollars lying arround in the budget to afford it. There is a good reason why it doesn't have a door yet. & it has nothing to do with a lack of money.
"The $19 million space commode's curtain-like door was left off intentionally pending the completion of other work on nearby equipment early next month. But mission managers may move up its installation to jump-start use of the orbital toilet."
OK, so why the delay in the 1st place?
Just 1 other question about the orbiting WC. Does it operate like the Zero gravity toilet in 2001: A Space Odyssey?
