Planned Parenthood of the Heartland - Lying to the Feds & Iowa to Illegally Jack Up Their Profits

The news came out Monday that former  Storm Lake & LeMars IA  Planned Parenthood clinic director Sue Thayer had filed a lawsuit against Planned Parenthood of the Heartland (PPH) former known as Planned Parenthood of Greater Iowa before its recent mergers for medecaid fraud. She sued under both the federal & Iowa False Claims acts.  The suit alleges that Planned Parenthood knowingly committed Medicaid fraud from 2002 to 2009 by improperly seeking reimbursements from Iowa Medicaid Enterprise & the Iowa Family Planning Network for products and services not legally reimbursable by those programs.
The suit was filed in March 2011 but the court only recently unsealed it so it could be made public.
The lawsuit alleges that the then Planned Parenthood of Greater Iowa filed nearly one-half million false claims with Medicaid from which Planned Parenthood received & retained nearly $28 million. According to an Alliance Defending Freedom release "If Thayer prevails, Planned Parenthood could be ordered to pay the United States and Iowa as much as $5.5 billion in False Claims Act damages and penalties."
In a statement Sue Thayer explained why she filed the suit. "During my last years working at Planned Parenthood, it became increasingly clear to me that not all of their policies and protocols were completely legal and ethical. After much thought, I contacted the Alliance Defending Freedom (ADF).
I believe that it is an important piece in the nationwide effort to shed light on the darkness and deception surrounding America's largest abortion provider - Planned Parenthood. It seems that GOD can use all those years that I spent working at Planned Parenthood for His good.

According to the ADF statement "The lawsuit explains that, to enhance revenues, Planned Parenthood implemented a “C-Mail” program that automatically mailed a year’s supply of birth control pills to women who had only been seen once at a Planned Parenthood clinic and usually by personnel who were not qualified health care professionals. After that, Planned Parenthood mailed thousands of unrequested birth control pills to those clients. Planned Parenthood’s cost for a 28-day supply of birth control pills mailed to clients was $2.98, but the Medicaid reimbursement Planned Parenthood received for the pills was $26.32. In some cases, the Postal Service returned the birth control pills to Planned Parenthood. Instead of crediting Medicaid or destroying the returned pills, Planned Parenthood resold the same birth control pills and billed Medicaid twice for the same pills.
The suit also claims that Planned Parenthood coerced “voluntary donations” for services and then billed Medicaid for them. In effect, the lawsuit explains, Planned Parenthood both falsely billed Medicaid and took money from low-income women by getting them to pay for services Medicaid was intended to cover in full."
The lawsuit Thayer v. Planned Parenthood of the Heartland is pending in the U.S. District Court for the Southern District of Iowa. Des Moines attorney J. Russell Hixson, one of nearly 2,200 allied attorneys with Alliance Defending Freedom, is assisting with the case.
Should Thayer prevail, this will put a huge crimp in PPH's attempts to expand their tenicles across Iowa, Nebraska, Arkansas & Oklahoma. In fact it will more than wipe out the $11.5 million dollars they are trying to raise in their capital campaign they are currently running.  That fund is what was they used to buy & remodel their new location in DBQ on Hillcrest. They paid $550,000 for a building that has a gross assessment of  $483,580 for the land & building. But because they are tax exempt, they pay $0 in property taxes on it. Add to that the costs of the remodeling, telemed abortion equipment they have admitted is their & other furnishings & it probably comes to somehwere between $600-650,000 they put out for the new location. Yet they are still operating only 17 hours a week. & as I pointed out when they opened the new site, they aren't exactly getting the huge number of people they need to keep going. So, even with telemed abortions, should they lose the lawsuit, the DBQ site will probably be 1 of those to go, maybe even all of them should they be forced into bankruptcy
The PPH FY2011 annual report showed that PPH made $4.31 million profit. & from what I suspect, a lot of that may well be from continued medicaid fraud after Thayer left.
Of course this should come as no surprize that PPH is being accused of fraud. After all, they are just following the national model of Planned Parenthood to commit fraud.  In the last few months similar suits have been filed in Illinois, Texas & California. In February of 2012, ADF released to the public its report to Congress tracking Planned Parenthood’s waste, abuse, & potential fraud involving millions of dollars of taxpayer money. According to ADF’s fact sheet on the report, federal & state audits of family planning funding have found a minimum of $95,742,982.15 in waste, abuse, & potential fraud from 1995 to 2009. Add to that federal audits of family planning programs from 1995 to 2009 that have identified a total of nearly $88 million in overbilling. But it could be even worse,  rising as high as $99 million. This is according to the inspector general’s office at the U.S. Department of Health & Human Services. & if you are wondering why HHS hasn't done anything, let me remind you that Secretary Kathleen Sibelius has been well documented in this blog & elsewhere to be in bed with Planned Parenthood. She helped cover up PP's crimes in Kansas when she was governor. So why should she do anything different now?
What is PPH's reaction, much as is to be expected. While they have yet to post it on their website, PPH has issued a statement. In it Jill June makes the usual accusations whenever their evil is brought to light. According to CBS News, June said that the lawsuit is part of "a pattern of harassment against women's health care and Planned Parenthood affiliates across the country." Once again we see the same old smoke & mirrors, this is an attack on women's health care. Never mind that PP does more damage to women through abortion & covering up rape, incest & white slavery. So for PPH, what is a little fraud to help them in their making profit?
Following their logic, we should never go after any doctor or medical facility that commits medicaid fraud since doing so is an attack on "women's health". See the faulty logic in their claims? They don't want investigations because the truth is they ARE breaking the law.
The truth is not what PPH or the national organization wants out there. They know that as the truth has gotten out, the money they rip off from taxpayers will dry up. We have seen the attempst in Iowa, in other states (sometimes successful) & on the Federal level to start holding PP accountable for their criminal activities. Of course I am refering to the state legislatures & Congress.
Which brings me to something else Jill June has said about this suit. “Despite the audit both federal and state government have declined to exercise their right to intervene in the matter.” Of course not. 1st of all, on the Federal level, she knows the Justice Department won't go after Planned Parenthood.  As I have pointed out before, Obama & his administration are in bed with one another. Besides the above mentioned Sibelius, I will remind you that Obama has been plugging Planned Parenthood & has been endorsed by their PAC, so you might as well say he is endorsed by Planned Parenthood. Additionally, I will remind you that the Obama administration sees Pro-lifers as domestic terrorists & Planned Parenthood as 1 of their prime targets. So of course Holder isn't going after Planned Parenthood.
As for Iowa, the attorney general is an elected office, so even with a Pro-life governor in Terry Branstad, the AG sets his own course. Tom Miller is a pro-abortion Democrat. Additionally he endorsed Obama on 11 February 2007. So is it any wonder he hasn't gone after PPH.
The statement he issued about the suit is interesting. He said “Our decision to decline intervention at this time follows an extensive review of the case with federal and state investigators, and an extensive review of a large volume of evidence. We reserve the right to intervene at a later date upon the showing of good cause. Though the state is not currently a litigant, it remains the real party in interest, and is entitled to the majority of damages and penalties recovered on its behalf, should that occur.” It sounds to me like he is trying to have it both ways. He has opted to not prosecute, despite a large volume of evidence. But he reserves the right to intervene later. Apparently the volume of evidence is much more solid than he is willing to admit.Otherwise, why not just say it was too weak to take to court? I suspect he is holding off because he is hoping PPH will use some of the same tricks they did elsewhere to get cases thrown out. & if they fail, Miller is poised to move in so that he will look like he is actually trying to go after lawbreakers rather then helping them as he is now.
This isn't about "women's health". This is about a criminal organization that is finally having to answer for the illegal activities they have been allowed to get away with up until now. This is an organization whose political corruption equals if not exceeds that of the Mafia in its heyday. But eventually people got tired of the corruption & demanded things be cleaned up. & while not totally clean, things are much better now. The same is true about Planned Parenthood. As more & more of the truth gets out, more people will want an end to the corrupt hold they have on Obama & the Dems as well as to our taxpayer dollars being used to shore them up.
& when that happens, Planned Parenthood may well be forced to fold up.
Sadly this won't end abortion. That will take more than shutting down Planned Parenthood. But with Planned Parenthood gone.a huge dent will be made.
We must continue to pray & ask God's help that this & the other suist will be successful. This may well take years. In the meantime, we must also keep speaking up to get the truth out about Planned Parenthood. We must continue to pray & work for an end to abortion. The real battle is on our knees. The actions & victories that come from that are the fruit.
Jill June is clearly worried. She knows she stands to lose her cushy job that pays her over $265,389. I say over because that was her pay for FY2010 & since then they had added Arkansas & part of Oklahoma to the fold. So you can be sure her pay HAS gone up. She claims she works 80 hours a week to earn it. But given the number of fundraisers she shows up at, I suspect that she isn't working as hard as she claims & actually having a great time at the expense of the unborn babies she helps to murder as well as us taxpayers. It is time to end this free ride & make them answer for their crimes.
