390 AD - Ambrose, Bishop of Milan & Emperor Theodosius
In April of 390 Emperor Theodosius I has 7000 citizens of Thessalonica killed in revenge for a tumult where seditious Thessalonians had killed the Emperor's officials. In response Ambrose refuses to let him enter the Church at Milan & imposes an 8 month public penance on him. The emperor does the penance.
2008 - W. Francis Malooly Bishop of Wilmington & Senator Joseph Biden
Bishop Malooly refuses to ban Biden from receiving Communion. The Bishop says he doesn't want to alienate Biden and other pro-abortion Catholic politicians.
Unlike Bishop Malooly, Bishop Ambrose wasn't afraid to alienate an emperor who could have arrested him, exiled him or killed him.
By the way, Ambrose is also a saint, a Doctor of the Church, & has a Western Catholic Rite named after him to boot.
